Installing Guifications
It appears the guifications website is down, and has been for a long time. I'm sure you can still find the Pidgin plugin for Windows floating around somewhere on the web. If you're using Ubuntu, it's in the repositories with a package name pidgin-guifications.
Installing a theme
Extract the files to ~/.purple/ in Linux variants. In Windows, you'd have to look for the guifications folder, and extract it to the folder above that. Sorry, it looks like I left a bunch of empty directories in there. It will ignore them.
Enabling a theme
In Pidgin, Tools>Plugins, enable Guifications. Click on Configure. In themes, make sure just the one you want is enabled. If you don't see the theme you extracted, click the refresh button. If you still don't see it, you didn't extract it to the correct directory.
